4 Major PgMP Panel Review Rejection Reasons and How to Fix Them

The PgMP Panel Review stage is the heart of the PgMP application process. Once you pass PMI's internal review, your application is sent to an external panel of certified program managers for a subjective review of your program management experience. Additionally, PMI gives you only two opportunities to pass the Panel Review. If you fail both attempts, your PgMP application is closed.

Rejection Reason #1:

Responses read like project management experience, not program management

One of the top reasons why candidates fail the PgMP Panel review is because the responses sound tactical or operational in nature and don't appear strategic enough. Project managers are responsible for delivering individual projects and managing costs, schedules, and scope, among other variables.

Program managers, on the other hand, lead larger initiatives that consist of multiple related projects working together to deliver strategic organizational benefits. As a result, the work of a program manager has a much broader organizational impact than that of a project manager.

Fix: Make sure your responses don't come across as simply delivering isolated projects, improving local processes, or achieving short-term goals such as meeting budgets, scope and timelines.

Instead, you need to clearly document how you managed multiple related projects, coordinated dependencies between them, and aligned them with organizational strategy to deliver broader business or organizational benefits.

Rejection Reason #2:

Your Program Management Summaries Do Not Fully Answer the Prompt

Another common reason for PgMP application rejection is that candidates fail to answer all aspects of the program experience summary prompt. In many cases, applicants don't fully understand what the question is asking and end up with partial answers or answer a related, but different, program management concept. Such incomplete answers don't fully satisfy the PgMP panel reviewers, thus leading to rejections.

For example, if the prompt asks how you developed a Program Benefits Management Plan, writing about your involvement in creating the Business Case does not answer the question.

While both documents are related, the Business Case defines the expected benefits of the program, whereas the Benefits Management Plan explains how those benefits will be measured, monitored, and realized throughout the program.

Fix: Read and understand the prompt carefully before you start writing. Break it down into its individual parts and make sure your response answers every part of the question.

Rejection Reason #3:

You write about what you did but don’t explain how you did it

A candidate may write that they created a business case but fail to explain how they did it. For example, they do not explain which stakeholders they collaborated with, how they identified the business need, or how they ensured the business case reflected the organization's strategic objectives. This is a classic example of describing what you did without explaining how you did it.

A large number of even well-written applications fail to explain the story behind the activity. They miss critical details such as the decisions, approaches, tools, techniques, and methods used to carry out the activity. Unfortunately, the PgMP Panel is not just looking for a simple list of activities. They want to understand the complete story behind your experience, including what led you to undertake the activity and how you successfully carried it out.

Fix: Answer in the first person and explain how you applied the appropriate program management practices, tools, techniques, and the steps you took to successfully carry out the activity.

Rejection Reason #4:

Your answers lacked real examples and are textbook answers

Candidates who do not combine program management concepts, terminology, and practices with real program scenarios they encountered are at a high risk of getting rejected by the PgMP Panel.

The PgMP Panel expects you to support your responses with examples from your own program management experience. While they do not expect every sentence of your response to contain specific metrics or examples, your overall response should include concrete examples of how key aspects of the program were managed.

For example, if you describe resolving a conflict, simply stating that you "managed stakeholder conflict" is not enough. Explain who was involved, why the conflict occurred, and what conflict resolution techniques or approaches you used to resolve it. This demonstrates that your response is based on real program experience rather than textbook knowledge.

Fix: Do not just copy textbook content into your responses. Provide examples of the program management techniques and practices you applied to handle specific situations, decisions, and challenges you faced during the program.
